Section 10. A county is an involuntary political or civil division of the State, created by statute to aid in the administration of governmental affairs, and possessed of a portion of the sovereignty.2
Counties are not business corporations for private purposes; neither are they organized exclusively for the common benefit of citizens and property owners within their respective limits.
