The police power permits the municipality to restrict the use of realty so as to protect the health or morals of its citizens. Buildings must be of certain type depending on use, must have certain safety devices, plumbing, and other arrangements. The regulations of the much maligned but very valuable Tenement House Department, the Building, Fire and Health Departments of the City of New York are exercises of the police power, as a limitation upon the use of land.
