Notices of proposed amendments to the by-laws of the association are to be submitted to the secretary-treasurer as follows:
(a) In the case of a general meeting, five weeks before such meeting.
(b) In the case of a meeting of the executive council, one week before such meeting and the secretary-treasurer shall forward to every member of the association a copy of such proposed amendment before or at the same time the notices of such meeting are despatched.
